Can I sue the cops in India for only catching bikers but not cars?

LIke lions they jump and stop bikers who are minding their own business without any traffic violation, and ask for all sh!tty doents and fine them if they don't have it. They never once in their lifetime stop a car. Can I sue them for discrimination? These white helmetted morons are causing terror on the roads. Tax payers's money is wasted on useless salaries like theirs only for haring innocent people.
